The “he” is the nation of Edom, the physical counterpart to the spiritual devil Satan.

Joel 2:1 | Blow ye the trumpet in Zion, and sound an alarm in my holy mountain: let all the inhabitants of the land tremble: for the day of the LORD cometh, for it is nigh at hand;
Blowing the trumpet in Yahawah’s a metaphor for warning the nation of Israel (Zion). Mountains are used as metaphors for ruling bodes (“governments”) of a nation of people, the holy mountain of course being Israel.
Ezekiel 3:18 | When I say unto the wicked, Thou shalt surely die; and thou givest him not warning, nor speakest to warn the wicked from his wicked way, to save his life; the same wicked man shall die in his iniquity; but his blood will I require at thine hand.
The wicked here is a reference to the unrepentance Israelites, such that they are not grieved for past sins, in this life or previous ones, and do not change their ways through seeking mercy & forgiveness from Yahawah in the name of Yahawashi.
