The Beast is a metaphor for the nation of Edom, the last reigning nation to hold the Israelites in captivity before the return of the Messiah and our eternal reign.
The horns of the beast represent the EU (European Union), the whore is the United States of America, the beast itself is the NATO (North Atlantic Treaty Organization) countries. These are all countries lead by Edomites, which collectively form the the Edomite empire of the End Times.

The fire is a reference to the missiles that will be shot over to America destroying it for good.

I will tell thee the mystery of the woman, and of the beast that carrieth her, which hath the seven heads and ten horns.Â
