The “her” is a reference to the great harlot that rides the beast. The Harlot is America that sites upon the great beast, NATO & the EU, a league of Edomite-controlled countries. The plagues are her punishments for the wickedness she perpetuated against the Israelites. The fire is a reference to her destruction by missiles.
